Application for Approval to Operate (ATO) for the Gas Piping Installation

Under Regulation 7 of the Distribution of Gas (Installation & Competency) Regulations, 2021 states that Approval to Operate (ATI) has to be sought from the Director of Gas Distribution upon completion of a new installation or additional gas installation.
The application can be submitted through the online via Sarawak Government or Service Sarawak Portal.
Only gas contractors registered with the Ministry of Utility and Telecommunication Sarawak and appointed by the owner/owner’s representative for the gas piping installation are eligible to submit an application.
  1. Only applications submitted with complete supporting documents will be processed. Applications that are incomplete or do not meet the required criteria will be rejected.
  2. All drawings attached/ submitted must be signed and stamped by Gas Competent Persons appointed by the owner based on the class of installation.
  3. Form A, Form B and other related documents must be signed by the representative appointed/ authorised by the owner of gas installation and affixed with the company stamp.
  4. The Gas Contractor appointed by the owner to install the pipeline system must hold a valid certificate of registration issued by the Ministry of Utility and Telecommunication Sarawak.
  5. All gas pipeline systems and installations must comply with relevant design codes accepted by the Gas Distribution Division, including:
  1. MS 830 (latest): Malaysian Code of Practice for the Storage, Handling and Transportation of Liquefied Petroleum Gas
  2. MS 930 (latest): Malaysian Code of Practice for the Installation of Fuel Gas Piping Systems and Appliances
  3. ANSI/ASME B31.8: American National Standard for Gas Transmission and Distribution Piping Systems

  1. Online banking through the Sarawak Government or Service Sarawak Portal.
  2. Payment via SarawakPay.
  3. Over-the-counter payment at any Service Sarawak office across Sarawak.
The applicant is required to provide the following supporting documents:
 
  1. Form A (Certificate of Completion)
  2. Form B (Test Certificate)
  3. Report Photos:
  4. As-Built Drawing for site plan/locality plan, piping route plan, schematic/isometric plan, and detailed plan of gas store/gas station (for storage systems or gas stations)
  5. Pressure Test Results Record
