Use of land for carbon storage requires Licence

In order to use, appraise, explore, develop, occupy or be in possession of onshore land or offshore land for carbon storage, a licence is required under Section 32B (1) of the Sarawak Land Code [Cap. 81 (1958 Ed.)] and Rule 11 of the Land (Carbon Storage) Rules, 2022.
  1. Latest Print Out of Company Search from Companies Commission of Malaysia (SSM)
  2. Company Profile
  3. Constitution of the Company / Memorandum and Articles the Company (whichever isapplicable)
  4. Audited Financial Statement for the Last Two (2) Financial Years and to be certified by Certified Accountant
  5. Plan of Licence Area with Coordinates of All Corners (KML/KMZ file only)
  6. Study Area Plan of Potential Storage Sites with Coordinates of All Corners (PDF & KML/KMZ)
  7. Proposed Decommissioning Plan prior to the delivery of the possession of the abandoned petroleum site to the State (if applicable)
Company can register for SarawakID and Sarawak Corp, and then access this service through the service catalogue.
Company ought to be registered under the Companies Act 2016 (Section 17) (Act 777) and must have a registered address in Malaysia.
  1. Application will only be processed if the information and documents provided are accurate and subject to the payment of the fee for application of licence.
  2. Applications that are incomplete or do not meet the required criteria will be rejected.
The fee for application of licence is RM50,000.00 and preparation & registration of issuance of licence is RM1,000.00. Licence fee will vary based on area approved. The method of payment is: -
  1. Electronic Fund Transfer (EFT);
  2. Internet Banking & Credit/Debit card (ePayNow);
  3. Company Prepayment; or
  4. Counter payment (Cheque only).
